Chief Technology Officer & President of CLW Business Unit

Mr. Weaver serves both as Clear Government Solutions’ Chief Technology Officer and as President of the CLW Business Unit, which was awarded the IaaS BPA.  Mr. Weaver guides CGS’s technology initiatives, providing the necessary understanding of the Government’s needs and directing the high quality CGS technical responses required to win.  Mr. Weaver developed the expertise needed to craft a winning government response over twenty years as a Federal Systems Integrator, winning scores of contracts and task orders that have earned CLW a well deserved reputation for superior past performance.  Without this track record CLW would not have been awarded the IaaS BPA. In fact, the protracted 18-month IaaS proposal response effort was directly led and managed by Mr. Weaver.

In his role as CTO, Mr. Weaver leads several product and service offering development teams that are creating the new generation of software, software licensing models and pricing paradigms for the cloud computing GSA Schedule.  Because Federal Cloud Computing abandons the annual license fee/maintenance fee model in favor of a “pay-as-you-go” utility based model, experience and skills such as those possessed by Mr. Weaver are required for a successful cloud implementation. 

Mr. Weaver’s team develops software APIs, tests application security, defines controls and boundaries and implements the desired new application in the CGS cloud computing environment.  This is no trivial undertaking as the CGS cloud computing environment requires all inserted application software to be tested and evaluated for conformance with FISMA, C&A and FEDRAMP standards for reporting, compliance and ongoing security monitoring.  Mr. Weaver plays a critical role in how these checks and approvals are being accomplished under government direct supervision.  Mr. Weaver’s value is further enhanced by his ability to communicate with current government officials “in their language” as he is also a former GSA senior information technology official.

Finally, Mr. Weaver led the CLW Certification & Accreditation team in its successful pursuit of its ATO.
